According to the Innovation and Prosperity Fund (IPFund), a Specialized Seed Investment Fund has been established with the objective of fostering the growth of knowledge-based companies through investments in top talents (both individuals and legal entities). The fund has been launched with private sector participation, and all management and operational responsibilities will be entrusted to private sector shareholders.
The key objectives of this specialized investment entity include developing and completing the venture capital value chain in Iran, creating a specialized institution at the early stage of investment—covering the transformation of ideas into businesses and the commercialization of technologies—and establishing a dedicated joint investment arm with the private sector in the pre-seed and seed stages, with a private sector–led governance approach.
As a non-governmental Research and Technology Fund, the Specialized Seed Investment Fund will serve as an investment arm of the Innovation and Prosperity Fund, operating primarily at the pre-seed and seed stages. Its geographic scope of activity has been defined at the national level, with the capacity to focus on specific regions or sectors as needed.
Based on the public call, legal entities with experience in venture capital (VC) investment interested in participating in the establishment of the Specialized Seed Investment Fund may submit their applications to the Investment Department of the Innovation and Prosperity Fund from July 14, 2025, for a two-week period.
The National Association of Venture Capital of Iran has played an important role as an official and specialized partner in supporting the design and advancement of this initiative, with a focus on active private sector participation. The Association’s collaboration with the Innovation and Prosperity Fund aims to strengthen early-stage investment infrastructure, align the capacities of Iran’s venture capital ecosystem, and facilitate interaction between qualified investors and policy-making institutions. This initiative is part of the Association’s mission to promote the development of specialized investment institutions across the country.
