This initiative aligned with the Association’s mission to develop innovative financial infrastructures and support the venture capital ecosystem, aiming to enhance coordination among platforms and optimize the use of crowdfunding capacities. The formation of this commission resulted from multiple consultative meetings attended by a significant portion of active platforms.

The main purpose of these sessions was to identify common challenges, categorize demands, and design mechanisms for their continuous follow-up. These sessions were conducted with an operational approach to amplify the collective voice of sector participants and present practical solutions to regulatory bodies.

Following these meetings, the board members of the Crowdfunding Platforms Commission were elected. Mr. Mirhosseini, Mr. Sajad Vakili, Mr. Mohammad Mahdi Salari, Mr. Rezvanian, and Mr. Dehghanmanesh were introduced as board members, with Mr. Mirhosseini appointed as the Commission Chair.

In the recent commission meeting, a wide range of concerns and operational issues were raised, including:

Reviewing and proposing possible solutions regarding the secondary market

Challenges in collaboration between financial institutions and platforms

Examining the possibility of increasing commission caps

Appointing representatives to the Crowdfunding Evaluation Working Group

Potential for defining wallets and project reservations

Challenges related to disciplinary directives from the OTC market

Aligning and providing flexibility in profit payment periods

Online payment limits

Raising the maximum individual investment amounts

Possibility of increasing project interest rates during the fundraising period

Reducing project liquidity percentages

Addressing challenges arising from OTC market regulations with representatives from Bank Melli, Export Development Bank, Bank Tejarat, Bank Sepah, and Bank Saderat

During this period, the Crowdfunding Commission sought to establish a structured dialogue platform, pursue shared interests, and create synergy among key players in the field. Past sessions revealed that some challenges stemmed from policy gaps and legal deficiencies, while others were related to insufficient informational and communication infrastructures. Therefore, the Association, leveraging its policy expertise, prioritized legal reforms and the creation of necessary infrastructures.

The commission’s role in this process was to establish a unified representative structure for crowdfunding platforms, enabling the collective communication of shared concerns to decision-making authorities more effectively. By holding regular meetings, collecting analytical data on platform performance, and conveying it to regulatory bodies, the commission contributed to enhancing mutual understanding between the private sector and government entities.

As the parent organization of this commission, the Iran Venture Capital Association was tasked with pursuing the legal and supportive frameworks necessary for the development of investment and innovative financial instruments. Supporting the commission through legal, media, and policy assistance fostered synergy among members and enhanced the credibility of negotiations with policymakers.

The continuous participation of members, collaboration with specialists, and engagement with regulatory and financial institutions demonstrated that crowdfunding capacities were extensive, though only a fraction had been realized. Through the Association’s and commission’s planning, efforts are underway to systematically and continuously expand these capacities. Drawing on accumulated experiences, the commission aims to act as a bridge between platforms, the government, financial institutions, and other stakeholders. Initiatives such as holding specialized meetings, creating a database of clients and fundraisers, and documenting both successful and unsuccessful experiences are part of this plan.

Finally, the commission invited all stakeholders and sector members to participate collaboratively in facilitating the development and improvement of crowdfunding. The success of this sector depends on the convergence of all actors and the strengthening of public trust in this innovative financial instrument.

The Crowdfunding Platforms Commission of the Iran Venture Capital Association initiated operations in late 2023 to address sector challenges, enhance coordination among platforms, and support innovative financial infrastructures.
